The objective of this study is to analyze and to know the influence of HR quality, the participation of members, and service system to the performance of the KSU in Medan City partially and simultaneously. The population in this study is all employees at KSU in Medan City which amounted to 556 KSU, from a population of 556 KSU, the number of samples set 10% x 556 = 55,6 KSU = 56 KSU. Samples were taken 5 people as respondents in the study, which consists of 2 members, 2 officers and 1 supervisor so that the number of samples in this study were 280 employees. Data were collected by doing interviews, documentation study and giving questionnaires. Variables were examined by using a likert scale. First questionnaire was tested by using validity and reliebility test. Processing data with SPSS software version 20.0 were analyzed by using descriptive analysis a hypothesis testing with multiple linear regression. The finding of the hypothesis showed that HR quality, the participation of members, and service system simultaneously significant effect to the performance of the KSU in Medan City. And partially HR quality significantly influence the performance of the KSU in Medan City, participation of members significantly influence the performance of the KSU in Medan City, and service system influence the performance of the KSU in Medan City.
