The Integrated UNSAP Information System (SIUTER) supports academic, administrative, and financial services at Universitas Sebelas April. Its strategic role requires consistent operational governance to maintain service availability, reliability, and user support. This study aims to design an evaluation of SIUTER operational governance using the COBIT 2019 DSS01 (Managed Operations) domain. A descriptive-evaluative approach is applied by combining quantitative user perceptions with qualitative evidence. Data are planned to be collected through questionnaires distributed to students and lecturers of the Faculty of Information Technology, observation, supporting interviews, and document review. The research design maps five DSS01 management practices into user-observable indicators, namely operational procedure consistency, service availability, infrastructure monitoring outcomes, operational environment support, and supporting facilities. Questionnaire responses will be processed using a five-point Likert scale and converted into achievement categories, followed by gap analysis against the expected condition. At the current stage, the study has produced an evaluation framework, instrument structure, analysis procedure, and improvement direction. Formal capability levels will only be concluded when user perceptions are supported by adequate process evidence from the system management unit.
